1566 LAWS OF MARYLAND.

SEC. 8. And be it further enacted, That the Mayor and
Town Council of the Town of Kensington shall have full power
to collect said special tax and the service charges provided for
in Section 5 of this Act, by the voluntary payment of the same
by those responsible therefor or by sale, that is to say, in like
manner as other town taxes in said Town of Kensington are
collected; and when said tax and said charges are collected they
shall be applied as hereinbefore provided.

SEC. 9. An be it further enacted, That ten days after the
ratification of this Act by the method hereinafter provided, the
Mayor of said town shall select throe discreet, male persons,
over the age of thirty, taxpayers of said town, and residents of
said town for three years next preceding their appointment,
said persons shall compose the "Water and Sewerage Commis-
sion, '' and serve without compensation; the duties of said Com-
mission shall be advisory solely; they may examine all con-
tracts and accounts in the establishment and construction of
said system; inquire into any matter or thing incident to the
establishment of said system, the bond sale and the expenditure
of the proceeds thereof; notice of any meeting of the Mayor and
Town Council shall be given, in writing, to each member of said
Commission at least two days prior to the same. The terms cf
the Commissioners shall expire when said system is installed
and in working order.

SEC. 10. And be it further enacted, That on the fourth Sat-
urday in April, 1914, there shall be a special election held in
the said Town of Kensington, which election shall be held in
the same manner and under the same regulations, unless in this
section otherwise provided, as municipal elections in said town
are held, for the purpose of submitting the question as to
whether this act shall take effect; and all ballots at said elec-
tion shall have placed on them the words "For Water and
Sewerage" and the words "Against Water and Sewerage," and
all qualified voters hereunder desiring to vote for the provisions
of this act shall mark out the words "Against Water and
Sewerage," and those desiring to vote against the provisions
of this act, shall mark out the words "For Water and Sewer-
age." The only persons qualified to vote at said election shall
be male and female record owners and taxpayers of real estate
to the Town of Kensington since January 1st, 1914, over the
age of twenty-one, and who were residents of the Town of
Kensington on January 1st, 1914, and were actually domiciled
