1188 LAWS OF MARYLAND.

ducted and held, after first having taken oath as required by
law before the Mayor, or a Justice of the Peace of Allegany
County, to faithfully perform their several duties, respectively,
and shall make return under their hands and seals to the Clerk
of said corporation of the persons elected or matters decided
at any election. The polls for each election shall be opened at
one o'clock in the afternoon and closed at seven o'clock in the
evening; the said Judges and Clerks of Election shall receive
such compensation as shall be provided by the Mayor and
Council.

SEC. 184-A7. The Council shall adopt the County assess-
ment of real and personal property in said town, and may
annually levy an equal tax on the real and personal property
actually within the limits of said town, based upon said assess-
ment, to such an amount as may, from time to time, be deemed
necessary for general or special purposes, not exceeding fifty
cents on a hundred dollars of the taxable property in said town
in any one year; and the Council shall make and declare a levy
at its regular meeting in July in each year, or as soon as the
County assessment for the year shall have been secured, and
the items entered into such levy shall be published for the infor-
mation of the taxpayers of the town, and the levy when made
shall be a lien on any and all property of the persons against
whom it is levied, the collection of which may be enforced in
the same manner in which liens for County taxes are now
enforceable by law, or may hereafter be made enforceable by
law, or the said taxes may be collected from the persons charge-
able therewith by suit at law, or by a bill in equity to enforce
said lien by a sale of the property, in the name of the Mayor
and Council of Midland, and interest may be charged on all
taxes which are not paid within thirty days of the date of the
levy; provided, however, that the Mayor and Council, if it
shall see fit, may, in order to encourage the prompt payment
of taxes, by proper order duly passed, allow the following dis-
counts, namely, a discount of five per cent, upon all taxes paid
before August 1st, a discount of four per cent, on all taxes
paid before September 1st, a discount of three per cent, upon
all taxes paid before October 1st, a discount of two per cent,
upon all taxes paid before November ]st, in each year; and
when any property lies partly within and partly without the
limits of the town, the Council shall have authority to assess the
part within the limits of the town at a proper proportion of
the County assessment and valuation.
