the oath prescribed in Section 6 of Article 1 of the Constitu-
tion of Maryland. Annually, on the first Monday in April,
he shall report, in writing, to the Council the receipts and dis-
bursements of the town and the sums due to and owing by the
town, if any be due, and shall make such recommendations as
he thinks proper, and this report shall be printed in some news-
paper published in Allegany County, or on handbills or pamph-
lets freely distributed, for the information of the voters of
the town.
SEC. 184-A 5. On and after the first Monday in June, 1914,
the Council shall be composed of four members who shall be
elected as hereinbefore provided, and who shall hold office for
two years from the first Monday in June next after their election,
or until their successors are duly elected and qualified; pro-
vided, however, that two of the members of the Council elected
on the second Monday in May, 1914, shall hold office for one
year only as hereinbefore provided. Before entering upon his
duties each member of the Council shall take and subscribe be-
fore the Mayor, or any Justice of the Peace of Allegany County,
the oath that he will diligently perform the duties required of
him by law as a member of the Council, without partiality or
prejudice. Any person having the qualifications prescribed in
Section 184-A 2 of this Act, and who shall be assessed upon the
books of the corporation with no less than Two Hundred Dol-
lars worth of property, real or personal, the tax on which shall
not be in arrears, shall be eligible as a member of the Council.
The Council shall meet on the first Monday in each month, and
at such other times as may be necessary for public business,
and at such times as the Mayor may deem necessary. As com-
pensation for his services, each member of the Council shall
receive One Dollar for each and every session of the Council
actually attended by him. If any vacancy shall occur in the
Council from any cause whatsoever, the Council shall, without
delay, elect some person possessing the necessary qualifications
to fill such vacancy, and the person so elected shall hold office
during the unexpired term of the member whose place he has
been elected to fill.
SEC. 184-A 6. The Council shall appoint one Judge of Elec-
tion and two Clerks of Election for the purpose of holding each
general or special election which may be held under the pro-
visions of this Act or the ordinances passed in pursuance
thereof; the said Judges and Clerks of Election shall conduct
all elections in all respects as such elections are usually con-
