SEC. 184-A 8. No member of the Council shall, during the
term of his office, hold or be interested in any other office under
the corporation, nor shall any member of the Council be a
party directly or indirectly, to any contract in which the cor-
poration is interested. A majority of the members of the Coun-
cil shall constitute a quorum for the transaction of business.
All salaries and compensation of officers, agents and servants
of the corporation, not herein otherwise provided for, shall be
fixed by the Mayor and Council. No money shall be payable
on any bill or order unless first audited and accepted by the
Council, and any order drawn upon the Treasurer shall so
state and shall show the date of passage by the Council. All
ordinances, resolutions, rules and regulations now in force in
the Town of Midland, and not in conflict with the provisions of
this Act, shall remain in force under this Act until altered,
amended or repealed by the said Mayor and Council.

SEC. 184-A 9. The Mayor and Council are hereby authorized
and empowered to appoint a Tax Collector who shall collect
all taxes, dues and other claims, fines and assessments that
may be due to the town, and shall pay over and account for
the same at such time and in such manner as may be prescribed
by ordinance of the Council. The Tax Collector shall execute
a bond for the faithful performance of his duties, either with
personal sureties or with some responsible bonding company
authorized to do business in Maryland as surety, but always
subject to the approval of the Mayor and Council, and with
such conditions and in such amount as the Mayor and Council
by ordinance may prescribe. He shall receive such compensa-
tion for his services as the Mayor and Council may determine,
but in no case shall such compensation exceed six per cent, of
the moneys collected by him. He shall collect al taxes, dues,
fines, assessments or other claims due to the town, and during
his term of office shall have the right to use all means and
methods provided by this Act or by ordinance or by the general
laws of the State of Maryland for the collection of the same.
Upon the expiration of his term of office, or the appointment
of his successor, he shall turn over to the town all books, papers
or accounts of his office, or in his possession and pertaining to
the business of the town. His term of office shall be such as
the Mayor and Council shall determine, and he may be re-
moved by them at any time.
