expiration of his term by reason of of his removal from the
town, his death, resignation, inability to serve, removal from
office, or for any other reason, the Council shall, without delay,
proceed to elect a successor, who shall possess the same qualifi-
cations as herein provided for the election of the Mayor by the
people, but should the Mayor be absent for a shorter time or
vacate the office for a shorter period, then and in that event,
the Clerk shall act as Mayor during such time as the office is
thus vacated and no election shall be necessary. By and with
the consent of the Council, the Mayor shall appoint and employ
the Treasurer, the Health Officer, the Bailiff and any assistant
Bailiff or Policemen deemed necessary, and in the same man-
ner shall appoint and employ all agents, servants and em-
ployees, not otherwise provided for by law, who may be re-
quired for the purposes of said corporation, and in the same
manner may remove any officer, agent, servant or employee so
appointed; and he shall, by and with the consent of the Coun-
cil, fix the compensation for said officers. He shall have general
supervision of the town;. he shall preside at all sessions of the
Council and have a casting vote in case, of a tie vote in Council;
he shall see that the ordinances of the town are enforced, and
from time to time shall report to the Council such matters as
in his judgment require their attention; he shall have power to
administer oaths and to certify the same in all matters pertain-
ing to said corporation, and he shall have all the powers of a
Bailiff or Police Officer of the town and may perform Police du-
ties within the corporate limits of the town and for such pur-
pose is hereby clothed with all the powers of a Constable under
the general law within the limits of the corporation. He shall
enforce all the ordinances of the town and shall see that all
fines are collected and penalties enforced, provided, however,
that no ordinance shall be passed imposing a fine of less than
One Dollar nor more than Twenty-five Dollars, nor imposing
a term of imprisonment exceeding thirty days, and provided,
also, that all fines imposed and collected shall be paid into the
treasury of the town. No order or resolution for the payment
of money out of the town treasury shall be valid without the
approval of the Mayor in writing. During his term the Mayor
shall hold no other corporation office, nor shall he be interested
in any contract to which the corporation is a party. He shall
receive the sum of Twenty-five Dollars per year for his official
services, payable annually. Before entering upon the duties
of his office, he shall take and subscribe before the retiring
Mayor, or before any Justice of the Peace in Allegany County,
