taxation for County and municipal purposes, in Dorchester
County.

SEC. 10. Be it enacted, That none of the foregoing provisions
of this Act shall be submitted to the General Assembly of Mary-
land for its approval, as required by Section fifty-four, of Ar-
ticle three, of the Constitution of Maryland, unless at an elec-
tion, to be held on the Tuesday next after the first Monday in
November, nineteen hundred fourteen, a majority of the votes,
cast on the question of the approval of the said Sections, shall
be in favor thereof. The ballot to be used at the said election
shall have printed thereon the words "For the Issue of Canal
Bonds," "Against the Issue of Canal Bonds," and the votes
for the issue of the bonds and against the issue of bonds shall
be counted and returned in the same manner that other votes
are counted and returned at the said election.

SEC. 11. Be it enacted, That as soon as practicable, after the
passage of this Act, the County Commissioners of Dorchester
County are hereby directed to employ an expert engineer for
the purpose of ascertaining the feasibility and costs of the pro-
posed canal, and, if necessary, the said engineer shall make
a survey thereof. The County Commissioners, shall, at least,
one month before the day of election for a Congressman from
the First Congressional District of Maryland, to be held in the
year nineteen hundred fourteen, cause the report of the said
engineer to be published in full in some newspaper published
in Dorchester County. For the purpose, aforesaid, the County
Commissioners are hereby authorized and empowered to ex-
pend out of the general funds of said County, not otherwise
appropriated, the sum of five hundred dollars, or so much
thereof as may be necessary for the" purpose of this Section.
Nothing in this Section shall be affected by the result of the
election, which is required to be held under the provisions of
Section ten of this Act.

AN ACT to authorize The Honga Lumber Company, or Dorches-
ter County, Maryland, a body corporate under the laws of the
State of Maryland, to construct and use in front of the prop-
erty leased by it from William F. Applegarth and Robert L.
Simmons, on Honga River on Kirwan's Neck Road in Lakes
