1032 LAWS OF MARYLAND.

And the said corporation may buy any property it may deem
necessary for any public or municipal purpose, and may sell,
lease or otherwise dispose of any property belonging to said
corporation; provided, that it shall not buy, sell or dispose of
any property of the value of ten thousand dollars or over with-
out first submitting the question of buying or selling or dis-
posing of said property to the voters of said Salisbury at a
general or special election of which at least ten days' notice
shall be given in the manner provided for holding general
elections under this Act, provided, that no contract for the
sale or purchase, and no sale or purchase of any property or
properties, involving a consideration of five hundred dollars,
or more, shall be made by The Mayor and Council of Salisbury
except by ordinance duly passed in accordance with the provi-
sions of Section 142-A of this Act.

133. And be it enacted, That the government of said City
shall be vested in a Mayor and five Councilmen, to be selected as
hereinafter provided, who shall be taxpayers and qualified voters
of the City for twelve months next preceding their election,
and shall hold their offices respectively, for the term of two years
or until their successors are appointed or elected and qualified;
provided, that one of the Councilmen elected at each election
held subsequent to the passage of this Act, which one shall be
determined by lot at the first regular meeting of the Council
after such election, shall hold his office for a term of one year
only; and, provided, further, that nothing in this or the next
succeeding Section shall affect the tenure of office, rights, du-
ties or powers of any officer of the said City now holding office.

134. And be it enacted, (a) That every male citizen of
Salisbury who has resided within the corporate limits of the
said City for six consecutive months next preceding any City
election, and who was a qualified voter at the last preceding
State or Congressional election, or who may reach the age of
twenty-one years between the second Tuesday of November and
the first Tuesday of May preceding any City election, shall be
a duly qualified voter of the City and every duly qualified voter
of the City, who is duly registered in accordance with the pro-
visions of this Act, shall be entitled to vote at any and all City
elections.

(b) It shall be the duty of the Mayor on or before the first
Monday in March of each and every year to appoint three resi-
dents and qualified voters of the City of Salisbury as Registrars
