Proviso.

collected, shall be paid to the Treasurer aforesaid ;
provided, the levy for school purposes shall never
exceed one-tenth of one per cent, on the assessable
property of the county.

96. Be it enacted, That each pupil shall pay to
the teacher, two dollars per quarter in advance,
to be considered as part of the salary of the teacher,
the aggregate of which shall not exceed four hun-
dred dollars, unless the parent or guardian- of said
pupil shall be unable to pay the same ; in that
case, the Commissioner of each District shall ad-
mit such pupil free of charge ; and the ability, or
inability of the parent or guardian to pay, shall
be determined by the Board of County School
Commissioners .

AN ACT for the relief of the Families of the
Maryland Volunteers.

Sum appro-
priated, &c.

SECTION 1 . Be it enacted by the General Assembly
of Maryland, That the sum of fifty thousand dol-
lars or so much thereof as may be necessary, be
and the same is hereby appropriated for the relief
of the families of the Maryland Volunteers,
whether raised under the authority of the State
or the United States, who are now in the service of
the United States, or who may hereafter be mus-
tered in such service, to be disbursed in the man-
ner and by the persons designated in the following
sections of this act.

Sec. 2. And be it enacted, That a Board of Re-
lief be and the same is hereby created, consisting
of three commissioners or managers, who shall
serve without remuneration, and whose duty it shall
be to disburse the aforesaid appropriation to the
claimants under the provisions of this act, herein-
after described, and in case of any vacancy occur-
ring in said Board, either by death, resignation,
inability or refusal on the part of any of its mem-
