bers to discharge the duties of their office, the Gov-
ernor shall have the power, and is hereby required,
to fill the same immediately upon the occurrence
of such vacancy, or as soon thereafter as practica-
ble; the said Board shall be composed of B enjamin
Deford, George R. Dodge and Sebastian F. Stree-
ter of the city of Baltimore, who are hereby em-
powered to appoint one or two Clerks if necessary,
at such salaries as shall be considered by the Board
a sufficient compensation for the service perform-

ed provided, that the whole sum shall not exceed
the rate of six hundred dollars per annum ; and
immediately upon the passage of this act, they
shall open an office in the city of Baltimore, giving
public notice of the same, where all applications
either in person or by such written testimony, as
shall be sufficient in the judgment of the Board,
or as afterwards provided for in section sixth of
this act, are hereby required to be presented, and
it shall be the duty of the Board to return quar-
terly a full and accurate statement of the funds so
disbursed, and of the persons receiving them, to
the Comptroller of the State, and their books shall
always be subject to the inspection, when demand-
ed, of the Governor or Comptroller of the State,
and all sums so expended, in accordance with the
provisions of this act, shall be paid the Board
by the Treasurer upon the warrant of the Comp-
troller

Proviso.

Sec. 3. And be it enacted, That the Colonels of
each Regiment, when full, or the Captains of Com-
panies to compose a Regiment not yet filled, pro-
vided they shall have been sworn into the service
of the State of Maryland, or of the United States,
be and the same are hereby required to made out
full and complete lists of the men in their respec-
tive commands, having families or other depen-
dents hereinafter named, and their place of resi-
dence, and that such list shall be signed by them
and endorsed by the Chaplain, or in such cases
where the Regiment is incomplete and without a
Chaplain, by the Captains or other Commanding
Officer ; and as soon as their lists are made but
and properly certified, a duplicate copy thereof
shall be forwarded to the Board of Relief, to be
filed in their office in the city of Baltimore, and
that it shall be the duty of the Board to adhere
