LAWS OF MARYLAND.

Qualification
of voters.

Sec. 2. Be it enacted, That all free white male
citizens above the age of twenty-one years, who
shall have bona fide resided in said town for the
space of six months, and twelve months in this
State, next preceding the election, shall on the
first Monday of May, annually, at such place as
shall be designated by the President and Commis-
sioners of said town, elect five judicious and dis-
creet persons, who shall have resided in said town
twelve months next preceding the election, Com-
missioners of said town.

Vacancies —
how filled.

Sec. 3. Be it enacted, That if any of the Com-
missioners, during the year for which he was
elected, shall die, resign or remove from said town,
or be otherwise disqualified, the remaining Com-
missioners shall fill such vacancy until the next
general election.

Choose a
Clerk and
President.

Sec. 4. Be it enacted, That the said Commis-
sioners shall meet at such times as they shall deem
expedient, and may appoint a Clerk to register
their proceedings, and they shall at the first meet-
ing after an election, choose from their o'wn body
a President, who shall preside at all meetings of
the Commissioners, vote on all questions before
them, and remain in office until superseded by the
appointment of a new President, after a new elec-
tion of Commissioners.

May appoint
a Bailiff.

Sec. 5. Be it enacted, That that they may also
appoint a Bailiff of said town, who shall, within
the limits of said town and common, have all the
powers and perform all the duties of Constables of
Cecil county, which Bailiff may be allowed such
compensation as they may think proper, and all
ordinances passed by said Commissioners, or a
majority of them, shall be entered by their Clerk
in a book to be kept by him for that purpose, and
shall be opened at all times for the inspection of
any person interested and copies of all ordinances
shall be put up at three of the most public places
of said town, that the same may generally be made
known.

Public pro-
perty.

Sec. 6. Be it enacted, That all public property
belonging to said town shall be vested in said
Commissioners, who shall use the same for the
benefit of said town, and may impose fines not
exceeding ten dollars for the violation of the by-
