shall revise said roster annually, and correct the
same; he shall make out and issue all commissions
and discharges directed by the Commander-in-
Chief; he shall prepare and provide the necessary
rosters, books of record, forms, blanks for commis-
sions, discharges, returns and other paper requir-
ed under the act at the expense of the State and
distribute the same to the officers of the Regiments
and Companies entitled to them upon requisition
therefor; he shall he charged with all the corres-
pondence between the Commander-in-Chief and
officers of the several States and Territories, the
Secretary of War, the Adjutant General of the
Army and other persons in official stations, on the
subject of military affairs, and keep a record of
such correspondence; he shall annually make a
return in triplicate of all the Militia of the State,
which shall include the Volunteer forces now, or
at any time hereafter, in the service of the United
States, one copy whereof he shall deliver to the
Commander-in-Chief, on or before the first day of
January, one copy shall be transmitted to the Ad-
jutant General of the United States Army, on or
before the first day of February thereafter, and one
copy shall be filed in his office; he shall perform
all the duties of Quartermaster, Commissary and
Surgeon General until the Commander-in-Chief
shall deem it best for the public service to appoint
those officers; he shall receive and file all returns
made to him according to law and regulation, and
annually make a detailed report thereof to the Com-
mander-in-chief, and perform such other duties as
may properly belong to his office, or which may
be enjoined upon him by the Commander-in-Chief;
he shall act as Inspector General, visit the Arsen-
als and examine the Military property and things
therein deposited; it shall be his duty to inquire
and determine whether the regulations respecting
their preservation and safe keeping are duly ob-
served, to inspect every branch of the Military ser-
vice of the State, to attend all Camps of Instruc-
tion and other Camps when ordered by the Com-
mander-in-Chief, and to perform such other duties
appertaining to his office as may be enjoined upon
him by the regulations of the Commander-in-Chief.
