Vice President, and adopt such by-laws and regu-
lations for the conduct of their own meetings an-d
the management of said Asylum not provided for
in this act, and alter and amend the same as to
them shall seem -necessary for the welfare of said
Asylum.

Sec. 2. Be it enacted, That the said President
and Directors shall have power to appoint so many
Surgeons, Physicians, Apothecaries, Superinten-
dents, Matrons, Nurses and Servants, or other offi-
cers and persons for the administration and service
of said Asylum and its possessions and belongings
as they, may deem requisite, who shall hold their
appointments at the pleasure of the said President
and Directors,

Sec. 3. Be it enacted, That the said President
and Directors shall not admit into said Asylum as
patients any persons but idiots and persons labor-
ing under insanity in its various forms and degrees,
but they may provide a suitable building or set
apart a portion of said building for the accommo-
dation, and separation of any of their inmates who
may contract any malignant, contagious or infec-
tious disease.

Sec. 4. Be it enacted, That said President and
Directors shall receive into said Asylum all per-
sons convicted by a Jury of the Circuit Court of
the several counties, or the Criminal Court of the
city of Baltimore, as insane, or insane and pauper,
on the following terms: for any number of persons
so convicted not exceeding one-half the representa-
tives to which said county or city may be entitled
in the Legislature, the sum of fifty dollars per year,
if the number thus determined be a fractional one
then for such fractional person the said county or
city shall pay the yearly sum of seventy-five dol-
lars, and for all convicted as above, over this num-
ber, said county or the city of Baltimore shall pay
the yearly sum of one hundred dollars, and shall
be the duty of the County Commissioners, or the
Mayor and City Council of Baltimore as the case
may be, to levy annually and pay, or cause to be
paid semi-annually the said sums to the order of
said President and Directors.
