CHAPTER 197.
AN ACT, to authorize and empower the Coun- ty Commissioners for Carroll county in their dis- cretion, to borrow, money to pay to Volunteers and Drafted Men and to issue county certificates there- fore, and to levy on the taxable property of Car- roll county for their payment.	Passed March 4, 1864.
SECTION 1. Be it enacted by the General Assembly of Maryland, That the County Commissioners for Carroll county, be and they are hereby author- ized and empowered, if in their judgment they may deem it proper so to do, to pay to such per- sons as shall have volunteered in the service of the United States up to the first day of January, eighteen hundred and sixty-four, the sum of fifty dollars each, and also to pay to each man drafted in military service of the United States any sum not exceeding one hundred dollars.	Authorized to pay.
Sec. 2. And be it enacted, That the said Coun- ty Commissioners be and they are hereby author- ized and empowered in their discretion to borrow a sufficient amount of money to carry out the pro- visions of the preceding section and to issue county certificates for the pay ment thereof, at such times and on such terms as they may deem best and most expedient. Sec. 3. And be it enacted, That the said County Commissioners be and they are hereby authorized and ernpowed to levy on the taxable property of Carroll county, for the payment of said county certificates, in such way and manner as they may deem most expedient.	Empowered to levy.
Sec. 4. And be it enacted, That this act shall take effect from and after the date of its passage.	In force.
