CHAPTER 17.

 

AN ACT for the relief of the Mayor and Council
and Citizens oi Hagerstown, and authorizing the
raising by taxation the sum of thirty-five thou-
sand dollars for the purposes herein mentioned.

WHEREAS, it has been represented to this Gen-
eral Assembly that the citizens and inhabitants of
Hagerstown, in Washington county, were required
and compelled by the rebels under the rebel
General McCausland and others, to pay large sums
of money and tu furnish large and valuable amounts
of goods for the purpose of ransoming the said town
whilst in the hands and possession of the said rebels
in the summer of eighteen hundred and sixty-four;
therefore, for the purpose of relieving such person
and citizens;

Preamble.

SECTION 1. Be it enacted by the General Assembly
of Maryland, That the Mayor and Council of
Hagerstown be and they are hereby authorized and
empowered to borrow a sum of money not exceed-
ing thirty-five thousand dollars, or to issue bonds
bearing an interest of six per cent, per annum,
signed by the Mayor and by the Clerk of said
Mayor and Council, and sealed with the seal of
said corporation, not exceeding in amount the sum
of thirty-five thousand dollars to be appropriated
to indemnifying, paying and saving harmless all
such person or persons who may have incurred lia-
bility or assumed responsibility in ransoming the
said town from the requisitions and demands im-
posed upon the inhabitants and property of the
said town of Hagerstown and its additions by the
rebels in the summer of eighteen hundred and sixty-
four.

Empowered
to borrow
money.

Sec. 2. And be it enacted, That the Mayor and
Council of Hagerstown be and they are hereby
authorized and empowered to levy on all the asses-
sable property of said town, a tax sufficient to
liquidate or pay the whole amount of said bonds,
(thirty-five thousand dollars,) or any part thereof
and the interest thereon, accruing from time to
time as it may become due; and also, if deemed ex-
