for the construction or maintenance of said sewers, or to the
contractor or contractors for the construction or maintenance
of the same as shall from time to time be due or earned by the
contractor or contractors in the prosecution of said work, and
also from time to time pass all necessary orders for the pay-
ment for property purchased or condemned, and for material
furnished, in pursuance of the provisions of this Act, and may,
in its discretion, employ counsel and a competent engineer to
superintend the work of constructing the said sewerage sys-
tem. All contracts for the installation of said sewerage sys-
tem shall be awarded by the said Garrett Park Sewerage Com-
mission only after due advertisements of plans and specifica-
tions, said bids to be publicly opened on a fixed day and hour
and at a fixed place, in the presence of the members of the said
Commission and of such bidders as may appear, and the con-
tractor or contractors whose bid may be accepted shall be re-
quired to give bond, with good and sufficient surety, for the
faithful performance of the contract and the payment for all
material, of all material men, laborers and employees of said
contractor or contractors engaged in the performance of said
Work.
SEC. 9. And be it further enacted, That all Acts and such
provisions of the Charter of the town of Garrett Park as may
be inconsistent with this Act are hereby repealed in so far as
they conflict with this Act.
SEC. 10. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 382.
AN ACT to incorporate the village of Chevy Chase in Mont-
gomery county, Maryland.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That there shall be submitted to the vote of the residents
of said village of Chevy Chase possessing the qualifications as
prescribed for voters by the laws of the State of Maryland, and
all male residents, owners of real estate of said village, and who
are taxpayers therein, not less than twenty-one years of age,
and who have been residents for not less than six months next
preceding the election herein provided for, in accordance with
the referendum hereinafter prescribed, the plan of municipal
control hereinafter set forth, and if said plan shall receive a
majority of the votes cast at such election, the same shall, on
and after such adoption, and entry thereof upon the land rec-
