out and opening, extending and making new streets, and for
altering, widening, grading, improving or closing up in whole
or in part any existing street, and to keep open and free from
obstructions all streets and public reservations, and their
rights, powers and duties in relation thereof shall, except as
hereinafter otherwise prescribed, be the same as is provided by
the Code of Public General Laws of this State for opening,
altering and closing public roads by the Board of County Com-
missioners; with the right of appeal to the Circuit Court for
said county. That the Council of the town of Woodmont, in
the matter of opening new streets, grading, paving and improv-
ing the same, or grading, paving or improving of streets al-
ready opened but not graded, paved or improved, and in the
matter of parkings, trees and shrubbery along same or laying
or paving sidewalks, curbs, water mains or sewers on same,
shall assess the cost thereof against the abutting property, and
the tax so assessed shall become a lien against the property
abutting on said street or streets, sidewalk or sidewalks, in
proportion to the frontage of said lots and said tax, when so
assessed by the council may be recovered at law in the man-
ner provided by law for the collection of delinquent State and
County taxes. The council shall order improvements upon ahy
street as herein provided on petition of two-thirds of the prop-
erty owners residing upon said street; provided that all re-
pairs to macadamized streets, and all repairs to sidewalks,
crossings and gutters shall be a charge against the general
fund of the municipality. (4) To keep the streets, avenues
and crossings clean and in repair; and to regulate the speed
limits on the streets, avenues and parkways. (5) To adequate-
ly provide for the maintenance of an efficient police force and
fire department. (6) To light the streets, public buildings and
reservations. (7) To compel the owners of property or ten-
ants to keep the sidewalks in front of their clean, and to re-
quire all such owners or tenants to keep trimmed the hedges
in front of their property, so that the same shall not extend
over the sidewalks or any portion thereof. (8) To impose a
tax on dogs, prohibit fowls and animals running at large and
to provide for the protection of song birds. (9) To authorize
the use of the streets or avenues for railroads, operated by
electric or other mechanical motive power, and to regulate the
same as to speed, headlights, grades, crossings, paving between
the outside of tracks and otherwise to require and compel said
line or lines of railway to keep in repair the roadbeds or the
crossings through which or over which their cars run, and to
compel and require said railway line or lines to maintain lights
at the street crossings where deemed necessary by the council
(10) The said Town Council may adopt measures and regu-
