928 LAWS OF MARYLAND.

Kent County, and to appoint a special commission to act and
co-operate with the Commissioners of Betterton for the pur-
poses mentioned; provided, that before said loan has been
contracted and such bonds issued, the majority of the voters
of the taxpayers of said town of Betterton shall assent
thereto.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Commissioners of Betterton be and they are
hereby authorized and empowerd to issue bonds in the name
of the Commissioners of Betterton to an amount not exceeding
two thousand dollars ($2,000.00) in sums not less than fifty
dollars ($50.00) to be signed by the Commissioners of Betterton
under the corporate seal of the said Commissioners, to be desig-
nated as "Betterton Street Bonds," bearing interest at a rate
not exceeding six per centum per annum, payable semi-annually
on the first day of July and the first day of January of each
year, which bonds shall be exempt from all county and munici-
pal taxation, and the due or overdue coupons for interest shall
be received by the Commissioners of Betterton in payemnt of
town taxes. Said bonds shall be payable in sums of two hun-
dred dollars ($200.00) in each of the years beginning with the-
tenth day of July, 1911, and each year thereafter until fully
paid. Said bonds to be numbered consecutively, and to be
redeemed in the order in which they are numbered.

SEC. 2. And be it enacted, That the Commissioners of Bet-
terton are hereby authorized and empowered to do all things
necessary for the issuing of said bonds, their offering for sale
under the most advantageous conditions, the providing by levy
and taxation for a sinking fund for the purposes of meeting the
interest on said bonds and their payment upon maturity, and
all other things that may be necessary and proper in the
procuring of the loan, and the issuance and payment of said
bonds.

SEC. 3. And be it enacted, That George W. Mann, William
A. Crew, Horace F. Brice, Arthur P. Emerson, William B.
Price and James T. Crew are hereby nominated and ap-
pointed a special commission to act and co-operate with the
Commissioners of Betterton in the use and expenditure of the
fund received from said bond issue for the purpose of provid-
ing for and improving the sidewalks and streets of Betterton,
and the said special commission and Commissioners of Better-
ton are directed to have the street lines, where improvements
are contemplated, laid down and established by a competent
surveyor or engineer and to provide for grades for concrete or
cement walks under the, advice of such surveyor or engineer.
And the Commissioners of Betterton are hereby authorized to
fill any vacancy in said special commission.
