County, according to the amount involved, for the recovery of
the same, or before a Justice of the Peace, or in the Circuit
Court for the county in which the delinquent may reside, un-
less the delinquent be a non-resident, in which case he may
proceed by way of attachment for the recovery of the same.
23. The bailiff or such other person appointed by the Coun-
cil shall make all collections required of him, and pay the same
to the clerk within thirty days from the time the same shall
come into his hands, and which said clerk shall hold, together
with all moneys received by him, subject to the order of the
Council.
SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 557.
AN ACT to authorize the Mayor and Council of Brunswick,
in Frederick county, to issue bonds for the purpose of in-
creasing the water system of said town, with the proviso that
the said issue of bonds be first approved by a vote of the
people of the said town of Brunswick.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and Council of Brunswick, in Frederick
county, Maryland, be and they are hereby authorized and em-
powered to issue bonds in the name of said municipal corpora-
tion to an amount not exceeding the amount of five thousand
dollars ($5,000); the bonds to be issued under the provisions
of this Act shall be issued in sums of not less than one hun-
dred dollars, nor more than five hundred dollars each, and the
said bonds shall be sealed with the corporate seal, signed by
the Mayor and countersigned by the Clerk of the Council of
said town; each of said bonds shall be payable thirty years
after date, to bearer, redeemable, however, at the pleasure of
the said Mayor and Council at any time after the expiration of
ten years from their respective dates, bearing interest not ex-
feeding five per cent, per annum, payable semi-annually, by
the Mayor and Council of said municipal corporation, on pres-
entation of interest coupons, to be issued with the said bonds;
and said bonds shall be exempted from all county and munici-
pal taxation in Frederick county.
SEC. 2. And be it enacted, That the proceeds of the sale of
the bonds hereby authorized to be issued, none of which shall
