be sold below par, shall be applied to increasing the water sys-
tem of said town of Brunswick.
SEC. 3. And be it enacted, That said Mayor and Council
shall have power and authority and are hereby required to levy
all necessary taxes upon the property within the taxable limits
of said corporation, not exceeding the rate of taxation provid-
ed for in the charter of said town, as the same may, from
time to time be amended, for the payment of the interest on
the bonds hereby authorized to be issued, as well as for the
payment of said bonds at maturity, and said Mayor and Coun-
cil shall create a sinking fund for that purpose and levy the
necessary taxes therefor, not exceeding the provision of the
charter of said town, which sinking fund shall be invested
annually in some safe securities to be selected by said Mayor
and Council; provided, that the question of issuing the said
bonds shall, at the regular municipal election to be held on
the first Monday of August, in the year 1910, be submitted to
the qualified voters of said town; if a majority of the votes
cast on said proposition at said election favor the execution of
this law, the Mayor and Council may proceed to issue said
bonds; but if the majority of said votes cast on said proposi-
tion shall be against the execution of this law, then it shall be
null and void.
SEC. 4. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 551.
AN ACT to add a new section to Article 11 of the Code of
Public Local Laws of Maryland, title "Frederick County,"
sub-title "Roads," to be designated as Section 423.
SECTION 1. Be it enacted by the Genreal Assembly of Mary-
land, That a new section be and is hereby added to Article 11
of the Code of Public Local Laws of Maryland, title "Freder-
ick County," sub-title "Roads," to be designated as Section
423, so as to read as follows:
423. Upon application or petition in writing of a majority
of the residents living along any public road or portion of
public road in Frederick county, including only such residents
who have no outlet to any other public road, the County Com-
missioners of said county shall remove or cause to be removed
such snowdrifts as may render such road or portion of road
impassable for several days, provided the said County Com-
