all intents and for all purposes, the Treasurer of Dorchester
County and the Clerk of the County Commissioners thereof, un-
der the title "The Treasurer of Dorchester County and Clerk,"
with all the rights, powers, duties and obligations belonging
to said office under and by the law. But the said W. Hamilton
Spedden or his successor in office, in addition to the other
services and duties belonging to said office, shall be required to
collect from the taxpayers, in all the election districts of said
county, the State and county taxes not already collected which
were levied by the County Commissioners in the year nineteen
hundred and eight and nineteen hundred and nine, respectively,
and also the taxes on mortgages not already collected, payable
in the said years respectively, if required to enforce the pay-
ment thereof by seizure and sale, he or his successor in office,
shall take similar proceedings to those which the collectors in
the several election districts are in such case by law authorized
and directed to take. The said W. Hamilton Spedden shall
execute and present to the County Commissioners for their ap-
proval, on or before the first day of July, in the year nineteen
hundred and ten, as aforementioned, first a bond to the State
of Maryland, in the penalty of twenty thousand dollars, with
the following conditions therein: Now the condition of this
obligation is such, that if the above-bounden W. Hamilton
Spedden shall well and faithfully execute his office of Treas-
urer of Dorchester County and Clerk of the County Commis-
sioners thereof, and he shall account with the Comptroller of
the State Treasury for and shall pay to the Treasurer of the
State the several sums of money, which he shall receive for
the State, or be answerable for by law, at such times as the
law shall direct, and if he shall further account with the State
Comptroller for and shall pay to the State Treasurer the sev-
eral sums of money which he shall receive for the State or be
answerable for by law from State taxes levied in the years
nineteen hundred and eight and nineteen hundred and nine, at
such times as the law shall direct, then this obligation shall be
void, but otherwise it shall remain in full force and virtue in
law; and second, the said W. Hamilton Spedden on or before
the first day of July, nineteen hundred and ten, shall execute
and present to the County Commissioners for their approval a
bond to the State of Maryland in the penalty of thirty thou-
sand dollars, with the following condition therein: Now the
condition of this obligation is such, that if the above-bound W.
Hamilton Spedden shall well and faithfully execute his office
of Treasurer of Dorchester County and Clerk of the County
Commissioners thereof, and if he shall account for and pay to
the County Commissioners of said county or to their order, the
several sums of money which he shall receive for the said
