expired portion of the pending term, and the person appointed
to fill the vacancy shall before the Clerk of the Circuit Court
for said county, or one of his deputies, take and subscribe the
oath of office prescribed in Section six of Article one of the
State Constitution, and before he enters upon the discharge of
the duties of his office he shall execute and present to the said
County Commissioners for approval bonds similar to the bonds
in this section hereinbefore prescribed, and the same must be
approved by the said Commissioners, and such approval shall
be endorsed on the respective bonds, and after such endorse-
ment has been entered on the bonds they shall be filed in the
office of the Clerk of the said Court, and a certified copy thereof
shall be admitted and received as evidence in any of the Courts
of this State. (The provisions herein contained for filling va-
cancies shall apply to the said W. Hamilton Spedden if a va-
cancy occurs while he is Treasurer of. Dorchester County and
Clerk.) And the said County Commissioners may, for neglect
of duty, misconduct in office, removal.from said county or for
inefficiency in the discharge of the duties of his office, remove
any Treasurer of Dorchester County and Clerk after charges
in writing have been preferred against such official, and evi-
dence as to the same has ben heard, and the County Commis-
sioners may adopt rules for hearing such charges.

107. W. Hamilton Spedden (who, in the general election
in November, in the year nineteen hundred and nine, was elect-
ed Treasurer of Dorchester County, and who, on the first day
of January, in the year nineteen hundred and ten, entered
upon the discharge of the duties of the said office for a term
of four years from said date), may, at any time, after the afore-
going section, this section and the following sections go into
effect, as sections of Article ten of the Code of Public Local
Laws, title "Dorchester County," take and subscribe before the
Clerk of the Circuit Court for Dorchester County, or one of
his deputies, the oath of office prescribed in Section six of Arti-
cle one of the State Constitution, and he may execute and
present, for their approval, to the said County Commissioners,
the bonds directed in this section to be executed and presented
by him and by them to be approved; provided he takes and
subscribes before the Clerk of the Circuit Court for said county
or before one of his deputies said oath of office, and executes
and presents the said bonds, on or before the first day of July,
in the year nineten hundred and ten, after he, the said W.
Hamilton Spedden, has taken and subscribed the oath of office,
and after he has executed and presented the said bonds to the
County Commissioners and the County Commissioners have
approved the said bonds, the said W. Hamilton Spedden shall,
thereupon and forthwith, be and become, in all respects and to
