said county in the manner hereinafter provided, and in no
other.

SEC. 118c. The Governor of the State, on or before the first
day of May, in the year nineteen hundred and ten, shall ap-
point some competent person to be County Road Engineer of
'Cecil County, who shall have a sufficient knowledge of civil
engineering to enable him to accurately make surveys, plats,
profiles and specifications for the grading, draining, mainte-
nance, repairs and reconstruction of the public roads of said
county, and also to do the necessary engineering work for the
building or rebuilding of bridges, and who shall have had at
least three years' experence in road engineering work and road
construction; said County Road Engineer shall hold his office
for the term of four years from the date of his appointment
unless sooner removed for cause as hereinafter provided, and
shall receive a salary not exceeding sixteen hundred dollars
($ 1,600.00) per year, payable monthly; and for every four
years thereafter, or in case of vacancy in said office as here-
inafter provided, the County Commissioners of Cecil County
shall appoint some competent person having the above qualifi-
cations to be County Road Engineer of said county, and the
said appointment shall be made without reference whatever
to the political opinions of the person so appointed.

SEC. 118D. The said County Road Engineer shall not be lia-
ble to removal from office for any reason other than incompe-
tency or wilful neglect of duty, and then upon the sworn com-
plaint of ten or more resident taxpayers of Cecil county, to be
filed with the said County Commissioners, or upon complaint
by the clerk of the said County Commissioners, filed by their
direction; and every such complaint shall state specifically the
nature and character of the charge or charges preferred, of
which due notice shall be given to the said County Road Engi-
neer ; and if the said County Commissioners, after hearing said
charges, at which the engineer and the parties making com-
plaint shall be entitled to be present and be represented by
counsel and to produce any competent testimony, shall find
that said County Road Engineer is incompetent or has been
guilty of wilful neglect of duty, it shall be their duty to imme-
diately remove said County Road Engineer from office; but
either party to such hearing shall be entitled to an appeal
from the decision of said County Commissioners to the Circuit
Court for Cecil County; provided, that said appeal is taken
within ten days thereafter, which appeal shall be heard de novo
by said Court at its next regular term without the intervention
of the jury; and if the said Court, after hearing all the evidence
shall find that the said County Road Engineer is incompetent
or has been guilty of wilful neglect of duty, it may pass an
