termine to issue said bonds or either set of them, the President
and Commissioners of the town of Elkton shall at once proceed
to issue said bonds which the voters at said election have de-
clared in favor of issuing; but, should the voters of said town
at said election declare against the issuance of both sets of
said bonds, then this Act is hereby declared null and void.

SEC. G. And be it enacted, That, should the voters at said
election declare in favor of issuing said water bonds, then the
said President and Commissioners of the town of Elkton shall
at once proceed either to erect a water plant for said town or
to purchase the property, plant, rights and franchises of the
Maryland Water Company of Cecil County, at a price to be
agreed upon, and, if the purchase price cannot be agreed upon,
then they shall, in case they shall decide to acquire the plant of
the Maryland Water Company, instead of building a new one,
at once proceed to condemn the same in the manner as provided
by the Code of Public General Laws of the State of Maryland,
Article twenty-threee, title "Corporations," and all rights,
powers and privileges conferred by said Article upon the cor-
poration herein mentioned relating to the condemnation of
land is hereby expressly conferred upon and vested in the Pres-
ident and Commissioners of the town of Elkton for the purpose
of acquiring the property, real and personal, and the rights
and franchises of the Maryland Water Company of Cecil Coun-
ty, and for any other necessary purpose of establishing, own-
ing and operating a complete water supply system for the
town of Elkton and the inhabitants thereof; and after the ac-
quisition of the property, rights and franchises of the said
Maryland Water Company of Cecil County, or the building of
a new system of waterworks, the said President and Commis-
sioners of the town of Elkton are hereby fully authorized by
ordinance to provide for operating, improving and managing
said water system, and to regulate the charges to be made for
furnishing water to persons, firms and corporations using the
same.

SEC. 7. And be it enacted, That, should the voters at said
election declare in favor of issuing said electric light bonds,
then the said President and Commissioners of the town of
Elkton shall at once proceed to erect a suitable plant for the
manufacture of electric light, for the lighting of said town,
and for the supplying of the same to the inhabitants thereof,
and to that end are hereby fully authorized to purchase the
necessary land and erect the necessary buildings and generally
to do all things necessary to have a complete electric system
for said town and the inhabitants thereof, with full power to
operate the same; the said President and Commissioners of the
town of Elkton are fully authorized by ordinance to provide
