730 LAWS OF MARYLAND.

thousand dollars, twenty-five thousand dollars of said bonds
to be known as water bonds and twenty-five thousand dollars
of said bonds to be known as electric light bonds.

SEC. 2. And be it enacted. That said bonds, when issued,
shall be payable as to each set of bonds in fifty years, and each
set of bonds shall be divided into ten series of twenty-five hun-
dred dollars each, payable in ten, twenty, thirty, forty and
fifty years, and shall bear interest at five per cent, per annum
and be forever exempt from all county and municipal taxation.

SEC. 3. And be it enacted, That said bonds, when issued,
shall be sold at the courthouse door in the town of Elkton,
Cecil county, by the President and Commissioners of the town
of Elkton to the highest bidder or bidders, and each series of
said bonds shall be sold separately, and the proceeds of said
sale of bonds shall be deposited in one of the national banks of
Elkton, Cecil county, in the name of the said President and
Commissioners.

SEC. 4. And be it enacted, That before the issuance of said
bonds the question of the issuance of said bonds shall be sub-
mitted to a vote of the duly registered voters and taxpayers of
the town of Elkton, at a special election to be held in said
town, at such time and place during the year nineteen hun-
dred and ten, as the President and Commissioners of the town
of Elkton may fix by ordinance, and the President and Com-
missioners of the town of Elkton shall appoint the necessary
judges of election, who shall qualify as other judges of town
elections in said town now qualify, and shall furnish the neces-
sary ballots for said election, which ballots shall be on plain
white paper and shall have printed upon the face a distinct
reference to this Act, and upon said ballots shall be printed
these words, with a suitable square to the right of each:

For Water Bonds.

Against Water Bonds.

For Electric Light Bonds.

Against Electric Light Bonds.

SEC. 5. And be it enacted. That at said election any duly
registered voter or taxpayer of said town shall be entitled to
receive one ballot and to cast the same, and said person shall
prepare his ballot by making a cross-mark with a black pencil
in said squares opposite the words indicating the way he de-
sires to vote, and the President and Commissioners of the town
of Elkton shall also by ordinance fix the hours during which
said election is to be held, and also are fully authorized to pass
such ordinance or ordinances as they may deem necessary re-
lating to said election in order that the will of the voters may
be fairly ascertained; and, should the voters of said town de-
