and authority to construct said sewers or system of sewers
within the streets, alleys, sidewalks and public thoroughfares
of said town; and, if necessary, to acquire and occupy or use
public or private land, earth or stone therefor, within the
limits of said town, the said President and Commissioners are
hereby vested with the same power and authority to condemn
said land, earth or stone, which is conferred upon said corpora-
tion under the Code of Public General Laws of the State of
Maryland, and the mode of procedure in such cases shall be
like therein prescribed.

138g. And the said President and Commissioners shall have
full power and authority to enact ordinances and prescribe
regulations in regard to the maintenance, use, care and safety
of said sewers and may prescribe and collect such fines and
penalties for the violation thereof as may be necessary and are
fully authorized to fix such rates as they may deem proper as
a charge for connecting with and using said sewers.

138h. After the completion of said sewerage system, as pro-
vided by this Act, the said President and Commissioners of
said town are fully authorized to determine whether said sys-
tem shall be free to the householders of said town or whether
a rental shall be charged for the use of said sewers and for con-
necting therewith.

SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 358.

AN ACT to provide for the issuance of bonds by the President
and Commissioners of the town of Elkton, in Cecil county,
for the purpose of either building waterworks for said town,
or acquiring by purchase or condemnation the property,
plant, rights and franchises of the Maryland Water Company
of Cecil County, and for operating same by the said Presi-
dent and Commissioners of the town of Elkton, and for the
purpose of building and operating an electric light plant in
said town by the said President and Commissioners of the
town of Elkton.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the President and Commissioners of the town of
Elkton be and they are hereby authorized, as hereinafter pro-
vided, to issue bonds not exceeding in amount the sum of fifty
