CECIL COUNTY. 725

Elections be delivered to the judges of any town election for
the purpose of holding said town election.

SEC. 132. On the third Monday in May, nineteen hundred
and ten, and every two years thereafter, the duly registered
voters shall elect by ballot a President, who shall serve for two
years from that date and until his successor is duly elected and
qualified, and at the same time elect two Commissioners, to
serve for a term of two years and until their successors are
elected and qualified, and the President and the two Commis-
sioners elected on the second Monday of April, nineteen hun-
dred and eight, shall serve until the third Monday in May,
in the year nineteen hundred and ten, and until their succes-
sors are elected and qualified; and the two Commissioners
elected in the year 1909 shall serve until the third Monday
in May, 1911, and until their successors are elected and quali-
fied, and on said third Monday in May in every year hereafttr
there shall be elected two Commissioners, to serve for the term
of two years and until their successors are elected and quali-
fied, and no person shall be entitled to have his name placed on
the ballot or be voted for as a candidate for .President or Com-
missioner of said town who shall not have filed with the Presi-
dent and Town Commissioners a certificate, certifying for
which office he is a candidate, and that he is qualified under the
provisions of this Act for such office, at least ten days before
the day on which the election is to be held for trie election of
such President or Commissioner.

SEC. 132A. The President and Commissioners of said town
shall annually designate the time and place of holding said
election, and give at least fifteen days' notice thereof by notices
set up at ten of the most prominent places in the town; and
at some meeting prior to the third Monday in May in each year
shall appoint two persons, one from each of the leading polit-
ical parties of the State, to act as judges of said election, who,
before acting as such, shall qualify in the same manner as
judges of election for State and county offices in this State are
required to qualify before a Justice of the Peace, and shall
open the polls at two o'clock P. M. on the third Monday in
May in each year and close the same at six o'clock P. M., and
the person voted for for President as aforesaid at said election
who shall receive the highest number of votes shall be Presi-
dent as aforesaid, and the person in number, according to the
preceding section, voted for at said election for Commissioners
for said town who shall, respectively, receive the highest num-
ber of votes shall be Commissioners, as aforesaid.

SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.
