person or persons injured thereby, but it shall be subject to no
greater liability in the premises than that now imposed upon
the Highways Commission of Baltimore County; and any final
decree or judgment obtained against said "The Good Roads
Commission of Baltimore County" in any suit or action, and
all costs adjudged against it shall be satisfied and paid in due
course by the County Commissioners of Baltimore County, out
of such funds as are used to satisfy claims against the said
County Commissioners.

SEC. 368J. The said commission shall have power to grant
and reject franchises and the making of such rules and regula-
tions with reference to the use of roads by telephone or
telegraph companies, steam railroad and street railway com-
panies, gas, water and electric light companies and similar
uses, including the right to enter into agreements with the
several steam and electric roads operating in said county as to
change of grade crossings; but the powers of the Highways
Commission of Baltimore County now established shall remain
in so far as the same are not inconsistent with the provisions
of this Act; provided, however, that the rights and powers of
the Highways Commission of Baltimore County, as established
by law, are hereby given and vested in the said "The Good
Roads Commission of Baltimore County," so far as the same
may be necessary to carry out the provisions of this Act.

SEC. 368K. The said "The Good Roads Commission of Balti-
more County" shall make no contract for work or materials
of any kind to be done or furnished in connection with any of
its duties under this Act for an amount exceeding two hundred
and fifty dollars ($250.00), without requiring the party con-
tracting to do such work or furnishing such material to give a
bond with securtiy, to be approved by the commission, for the
proper performance of such contract, and it shall make no
payment on account of such contract unless the Road Engineer
of the county shall approve the same.

SEC. 368L. The said "The Good Roads Commission of Balti-
more County" shall have full power to agree and contract
with the owners of land which may be required in connection
with the opening or extension of any new road, the construc-
tion or improvement of any bridge, the relocation, straighten-
ing or widening of any road, the proper drainage of the roads
of the county, or in connection with any other of its duties
under this Act; and if it be unable to agree with the owners
of any such land, the use of which is required for any such
purposes, said commission may proceed to condemn the same
under the provisions of the law relative to condemnation by
corporations, municipal or otherwise, as fully as though the said
