without first having obtained the approval thereto of the roads
engineer, and it shall not be obligatory upon the commissioners
to have work done under it by contract after it be found after
receiving bids for any such work that the same can be done
more cheaply by direct employment of required labor, and no
contract shall be awarded until after bids requested for the
same by reasonable publication in the county papers as the
commission may designate. The said "The Good Roads Com-
mission of Baltimore County" shall demand and have all stone
crushers, rollers, scrapers, road materials and appliances now
subject to the order of the Highways Commission of Baltimore
County, for use in the construction of roads and bridges under
this Act. And the said Highways Commission of Baltimore
County shall purchase, in addition thereto, as may be necessary
to perform the work, such similar appliances for the use of
the said "The Good Roads Commission of Baltimore County."
SEC. 368n. All maps, plans and statistics collected and con-
piled under the direction of "The Good Roads Commission of
Baltimore County" shall be preserved in the office of said com-
mission, and at the completion of its work and duties under
this Act shall be turned over to the Highways Commission of
Baltimore County; all bills or claims on account of the roads
and bridges of the county, built, constructed or improved by
said commission shall be passed upon by the said commission
at a regular or adjourned meeting, and no claim shall be
ordered paid nor contract or agreement concluded, nor shall
any appropriation of money from the funds under the control
of said commisson be allowed unless the same shall have first
received the approval of the Road Engineer of Baltimore
County, confirmed and supported by a majority vote of all the
members of said commission at a regular or adjourned meeting.
All contracts, agreements, grants and licenses made or entered
into by said commission shall be recorded in a book which
shall always be open for inspection to the public; the originals
of all reports of the said commission and other papers nol
recorded shall be preserved in the office of said commission
until the conclusion of its duties, when they shall be transferred
to the Highways Commission of Baltimore County. Copies of
such contracts, agreements, grants and licenses and other
records of the proceedings of the said "The Good Roads Com-
mission of Baltimore County," when duly certified by the sec-
retary of said commission, shall be accepted as evidence in all
the courts of this State.
SEC. 368i. For any negligence or breach of the duties im-
posed by this Act, or for the breach on its part of any contract
entered into by it, the said "The Good Roads Commission of
Baltimore County" shall be liable in damages at the suit of the
