vested in the Highways Commission of Baltimore County, and
in addition thereto shall have the powers herein enumerated and
all such other and further powers as may be reasonably implied
from the nature of the duties imposed upon it by this Act, to
the end that said commission may properly fulfill and efficiently
discharge its duties. The said "Good Roads Commission of
Baltimore County" shall expend out of the fund raised from
the sale of the bonds as provided in this Act, the sum of one
hundred thousand dollars ($100,000) for erecting, construct-
ing and improving roads and bridges in each election district
of Baltimore County, and it shall be the duty of the members
of said commission from time to time to travel over and person-
ally inspect the public highways and bridges in each election
district of the county and the work being done on the same
under the direction and control of the said commission in order
that they may have, so far as possible, personal knowledge of
the requirements in each district in regard to road matters. The
Baltimore County Road Engineer, under the direction of the
said commission, shall compile and complete a map of the
thoroughfares and bridges in each district of the county which
he shall recommend as a tentative plan as a proper place and
manner of expending the sum allotted to each district under this
Act, which plan shall provide for the construction of approxi-
mately twenty miles of highways and bridges in each election
district, and if in the judgment of said engineer a less mileage
should be built or improved in any district out of the funds pro-
vided therefor, he shall submit his reasons in writing to said
commission. It shall be the duty of the said commission, upon
the receipt of the said tentative plan from the engineer, together
with his report thereon to cause a road meeting to be held in
each election district of Baltimore County, and shall cause two
weeks' notice of such meeting to be published in two newspapers
printed in Towson, in Baltimore County, setting forth the time
and place of said meeting and giving an oportunity to the
citizens to discuss the tentative plan reported by said engineer.
The said commission, after receiving said tentative plans and
reports and after the holding of said district meetings, shall
proceed to select such public highways, bridges and roads as
they shall determine shall be improved, located, constructed,
relocated and built in each election district under the provisions
of this Act, and may hold such hearing or hearings upon any
matter relating to such selection as they may deem necessary
for the public interest.

SEC. 368F. That the Roads Supervisors of each election dis-
trict as now provided by law shall exercise the duties and pos-
sess the powers now granted them by law over and above the
work to be performed under the provisions of this Act in each
