man of such Road Directors, and to be countersigned by the
Road Engineers; but this Act shall not be construed as depriv-
ing the County Commissioners of such power as they may pos-
sess of appropriating sums of money to the different incorpo-
rated towns of the County for road improvement, and said
County Commissioners are further directed by their annual
levy in the year 1910 to levy upon the assessable property of
Allegany County an additional sum of twenty-five thousand
dollars, and by their annual levy in the year 1911 a like sum of
twenty-five thousand dollars for the use of the Road Directors
of such county in the building of permanent roads therein;
and such County Commissioners are further directed to levy
each year thereafter, in addition to the regular levy of forty
thousand dollars, further sum which shall be equal to the
amount which said Road Directors may or shall have received
from the State of Maryland, of which may have been expended
by the State of Maryland in the building of roads in Allegany
County during the preceding year, under the so-called Shoe-
maker Law; it being the intention of this Act to require such
County Commissioners to levy for the use of said Road Di-
rectors a sum of money for permanent road improvements to
duplicate the contributions to the roads of Allegany County
made by the State under the so-called Shoemaker Law. Pro-
vided, however, that the said County Commissioners shall not
be required to levy in any year for such permanent road work,
under this Act, any sum in excess of twenty-five thousand dol-
lars. And if it shall so happen that in making permanent road
improvements short sections of such permanent roads shall be
narrower in width than required by the State law providing
for the payment of half the cost thereof, or that portion of said
roads shall be otherwise disqualified said State aid, then upon
certificate to said effect of the Road Engineer of Allegany
County, the respective sums of money which such narrow or
disqualified roads may have cost may be paid out of the levy
herein provided for permanent road work, even though the
State may refuse to accord its aid thereto. And the Road Di-
rectors are hereby empowered to expend not more than four
hundred dollars a year for clerk hire in connection with such
permanent improvements, or other road expenditures, in Alle-
gany County; and the said Road Directors shall file monthly
reports of their expenditures of all kinds, duly itemized and
sworn to by the Chairman of the Board, with the Clerk of the
County Commissioners, showing the expenditures made by said
Board in the preceding month for road or other purposes.

SEC. 2. And be it enacted, That this Act shall take effect
on and after the date of its passage.
