456 LAWS OF MARYLAND.

as set forth in Chapter 56 of the Acts of 1892, and the
ordinances of the Mayor and City Council made in pursuance
thereof, and in the matter of primaries, which shall be con-
ducted as herein provided. The said board shall canvass the
returns and declare the election of the candidates receiving
the highest number of votes, and shall report the result of
their canvass to the Mayor and City Council. The cost of said
election shall be paid by the County Commissioners for Alle-
gany County, but shall be refunded to said county by the City
of Cumberland.

The Mayor and said Councilmen elected at said election shall
hold office from the first Monday in June, 1910, until the first
Monday in April, 1912, and until their successors shall have
been duly elected and qualified.

SEC. 99. It shall be the duty of the Board of Election Super-
visors of Allegany County to order an election to be held in
the City of Cumberland on the third Tuesday of March, 1912,
and in each alternate year thereafter, at which elections the
qualified voters of said city shall select a Mayor and four
Councilmen. In ordering said elections the said board shall
determine the places in the City of Cumberland for holding
such election, and the manner of holding the same shall be
governed by the laws of the State of Maryland governing gen-
eral elections, except in the matter of registration of voters,
which shall be governed by the provision set forth in Chapter
56, Acts of 1892, and in the ordinances of the Mayor and City
Council, now made or hereafter made, in pursuance thereof,
and in the matter of primaries, which shall be conducted as
herein provided.

The said board shall canvass the returns and declare the
election of the candidates receiving the highest number of
votes, and shall report the result of their canvass to the Mayor
and City Council.

The cost of said election shall be paid by the County Com-
missioners of Allegany County, but shall be refunded to said
county by the City of Cumberland.

The Mayor and each of said Councilmen shall qualify as
required by this charter, and the Constitution of the State,
within twenty days after the official announcement of his elec-
tion or appointment, as the case may be, and in case of failure
so to do, his office shall become vacant.

SEC. 100. The Mayor shall not be less than thirty years of
age, and each of the said four Councilmen shall be not less
than twenty-five years of age, at the time of their election; they
shall each of them be citizens of the United States, and for five
years immediately preceding their election, residents of the
