and immediately above the names the words "Vote for one."
Following these names, likewise arranged in alphabetical
order, shall appear the names of the candidates for Council-
men, with a square at the right of each name, and above the
names of such candidates shall appear the words "Vote for
four."

The ballots shall be printed upon plain, substantial white
paper, and shall be headed, "Candidates for Nomination for
Mayor and City Councilmen of the City of Cumberland," at
the primary election, but shall have no party designation or
mark whatever.

Having caused said ballots to be printed, the said City Clerk
shall cause to be delivered at each polling place a number of
said ballots equal to twice the number of votes voted in such
ward or precinct at the last general municipal election for
Mayor. The persons who are qualified to vote at the general
municipal election shall be qualified to vote at such primary
election, and challenges can be made by not more than two
persons, to be appointed at the time of the opening of the polls
by the judges of election. Judges of election shall immediately
upon the closing of the polls count the ballots and ascertain
the number of votes cast in such ward or precinct for each of
the candidates, and make return thereon to the City Clerk,
upon blanks to be furnished by said City Clerk before noon of
the following day. On the return day following the said
primary election the said City Clerk shall canvass said returns
so received from all the wards or precincts, and shall make
and publish in all the daily newspapers of said city at least
once the result thereof. Said canvass by the said City Clerk
shall be publicly done. The two candidates receiving the
highest number of votes for Mayor shall be the candidates, and
the only candidates, whose names shall be placed upon the
ballot for Mayor at the following general municipal election,
eight candidates receiving the highest number of votes, or all
such candidates, if less than eight, shall be the candidates,
and the only candidates, whose names shall be placed upon the
ballot for Councilmen at such municipal election.

SEC. 98. It shall be the duty of the Board of Election Super-
visors of Allegany County to order an election to be held in
the City of Cumberland on the 16th day of May, in the year of
1910, at which election the qualified voters of said city shall
elect a Mayor and four Councilmen. In ordering said election,
said board shall determine the places in the City of Cumberland
for holding such election, and the manner of holding the same
shall be governed by the laws of the State of Maryland
regulating general elections, except in matter of registration
of voters, which shall continue to be governed by the provisions
