tractor shall not be delayed in his work by delayed inspection;
that work inspected shall be promptly approved or rejected;
and that contractors shall be promptly paid for work approved.
SEC. 2. And be it enacted. That this Act shall take effect
from the date of its passage.

CHAPTER 116.
AN ACT to add'fifteen new sections to Article 91 of the Code
of Public General Laws of Maryland, title "Surveyor and
State Survey," subtitle "Public Roads," said sections to come
after Section 32o of said Article and subtitle, and to be known
as Sections 32p, 32Q, 32R, 32s, 32T, 32u, 32v, 32w, 32x, 32Y,
32z, 32z1, 32z2, 32z3, 32z4, enlarging the powers of the State
Roads Commission as created by Chapter 141 of the Acts of
the General Assembly of Maryland passed at the January
Session of 1908; providing, also, for the enlargement of the
work of said Commission and making the necessary appro-
priations of money; and for an additional bond issue for the
purpose of carrying out the provisions of this Act.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the following new Sections be and they are hereby
added to Article 91 of the Code of Public General Laws of
Maryland of 1904, title "Surveyor and State Survey," subtitle
"Public Roads," said new sections to come in after Section
32o as enacted by Chapter 141 of the Acts of the General As-
sembly of Maryland of 1908, and to read as follows :
SEC. 32p. For the purpose of making and maintaining con-
nections between any highways or the parts of any highway
constructed or improved under the provisions of the preceding
Sections, the State Roads Commission shall have the power
to build bridges; and to acquire by purchase, condemnation,
or otherwise (and to maintain when so acquired) any existing
bridges along, in the line of, or connected with any such high-
way or highways. And in the exercise, but not in limitation, of
the power hereby granted, the State Roads Commission is
authorized and directed for the purpose of connecting the sys-
tem of State Roads in Harford and Cecil Counties, to acquire
by purchase, condemnation or otherwise (and when so acquired
to maintain) the Conowingo Bridge across the Susquehanna
River, together with all land, roads, approaches, rights, fran-
chises and easements belonging to any person or corporation,
and necessary or convenient for the purpose aforesaid; or in
case the judgment or verdict of condemnation shall be deemed
excessive, with reference to said Conowingo Bridge, by the
