LAWS OF MARYLAND.

certain culm, coal dust, dumpings, washings and other dele-
terious material are being thrown, discharged and washed
from certain coal and other mines in the said State of Penn-
sylvania into the Susquehanna river and its tributaries,
which are carried down said river into this State, whereby
said river is being filled up and the waters thereof are pol-
luted, thereby impeding navigation and destroying the fish,
whereby the commercial interests of this State are injuri-
ously affected.

Whereas, A number of coal and other mines are being oper-
ated in the State of Pennsylvania, on, along and near the waters
of the Susquehanna river and its tributaries, in said State,
from which culm, coal dust, debris and dumpings are cast,
thrown and washed into said river and its tributaries, and
carried down said river into the State of Maryland, whereby
the waters of said river are polluted and the same is being
filled up and navigation is thereby affected and impeded, and
the fish therein are being killed and destroyed; therefore,

Be it resolved by the General Assembly of Maryland, That
the Governor of this State is hereby requested to direct the
attention of the Governor of the State of Pennsylvania to the
injury and damage caused thereby to tbe commercial and
other interests of this State by suffering persons owning or
operating said mines located on or near the said river or its
tributaries to cast, empty, throw or permit any culm, coal
dust, debris, washings or dumpings from said mines, or any
of them, into the said river or its tributaries, and to ascertain
if some action will not be taken by the authorities of the
State of Pennsylvania, whereby the injury complained of may
be obviated, and said mines and owners thereof may be prohib-
ited from polluting said waters, and filling up said river and
destroying the fish therein as aforesaid.

JOINT RESOLUTION NO. 3.

In the interest of concurrent legislation with the State of
Virginia for the better protection of oysters and food fish
in the waters of the Potomac River, and for the appointment
of a Joint Committee of the Senate and House of Delegates
to confer with a similar committee from the General Assem-
bly of Virginia to formulate proposed legislation.

Whereas, The previous concurrent legislation relating to the
common right of fishery in the waters of the Potomac river,
and the protection of oysters and fish in said waters, need
amendment,
