PRIVATE ACTS. 1396

Whereas, The said bank has been ever since and is now con-
ducting a savings bank and doing a general banking business;
and

Whereas, There is some doubt whether under the powers
given by the said General Incorporation Laws, as revised by
Chapter 240 of the Acts of the General Assembly of Maryland
of 1908, a bank so incorporated may do a general banking busi-
ness, which doubt it is intended by this Act to remove and to
give to said corporation the right to do a general banking
business, if it does not already have such powers; now, there-
fore,

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That in addition to the powers conferred upon it by Ar-
ticle 23 of the Code of Public General Laws of Maryland, as
revised and amended by Chapter 240 of the Acts of 1908 afore-
said, "The Hughsville Savings Bank, Inc.," of Hughsville,
Maryland, is hereby authorized and empowered to borrow
. money, to receive money on deposit and pay interest thereon;
to pay dividends upon its capital stock to its stockholders
from its earnings, and to loan money or to discount in accord-
ance with bank usage, taking such security therefor, either real
or personal, as the directors of said bank may deem sufficient;
to buy and sell bills of exchange, notes, bonds or other securi-
ties; to make special regulations in reference to special or
other deposits as the board of directors may think advisable;
to purchase and to hold such real and personal estate and prop-
erty as may be necessary for the accommodation and transac-
tion of its business; to issue letters of credit and other com-
mercial obligations, and geenrally to do and transact a general
banking business; provided, however, that said company shall
be subject to the provisions of Article 11 of the Public General
Laws of this State, title "Banks," and any amendments thereof,
and the liability of the stockholders shall at all times be deter-
mined by the laws of the State in force at the time the said lia-
bilities may attach; and further provided, that said company
shall not be subject to Article 3, Section 25, of said Article 11.

SEC. 2. And be it further enacted, That this Act shall take
effect from the date of its passage.

AN ACT to incorporate the Savings Bank of Libertytown.

SECTION 1. Be it enacted by the General Assembly of the
State of Maryland, That Frank C. Norwood, Charles T. Lev-
iness, Jr., Charles R. Durbin, Robert C. McCandlish and De-
Warren H. Reynolds, be and they are hereby appointed com-
