PRIVATE ACTS. 1301

ration an institution of learning was begun at Union
Bridge, Carroll County, in the State of Maryland, and there
conducted under the auspices of the Church of the Brethren,
formerly called the German Baptist Brethren Church; and
whereas the growth of said institution and nature of the
course in education now afforded justify an increase in the
corporate powers of said corporation; therefore.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the corporate name and title of "The Maryland Col-
legiate Institute of Union Bridge, Carroll County," be altered
and changed to that of "The Blue Ridge College."

SEC. 2. And be it further enacted, That the said corpora-
tion, under the name of the said "The Blue Ridge College,"
shall have perpetual succession.

SEC. 3. And be it further enacted, That the trustees and
their successors shall have full power and authority to have,
make and use one common and public seal, and likewise one
privy seal, with such devices and inscriptions as they shall
think proper, and to ascertain, fix and regulate the use of
both seals by their own laws, and the same seals, or either of
them, to change, break, alter and renew at their pleasure.

SEC. 4. And be it further enacted, That for stimulating
and encouraging the students of said College to diligence, in-
dustry and progress in useful literature, arts and science, and
for conferring honors upon deserving persons and learned in
literature and the arts, science and professions, the said Trus-
tees and their successors shall, by a written mandate, under
their privy seal and the hand of some one of their Trustees, to
be chosen annually, as their President, according to the ordi-
nances made for that purpose, have full power and authority
to direct the President and Professors, to hold public com-
mencements, either on stated annual days or occasionally, as
the future ordinances of the said College shall direct, and at
such commencements to admit any of the students of said
College, or any other person meriting the same (whose names
shall be severally inserted in the mandate), to any degree or
degrees in any of the faculties, arts and sciences, and liberal
professions to which persons are usually admitted in any other
college in America.

SEC. 5. And be it further enacted, That the President, or,
in case of his death or absence, the Senior Professor who may
be present, shall make out and sign with his name, diplomas,
certificates of the admission to such degree or degrees, which
shall be sealed with the public or great seal of the corporation
or College and delivered to the graduates as honorable and per-
petual testimonials of such admission, which diploma, if
