PRIVATE ACTS. 1259

Whereas, the Visitors and Governors do not think it advisable
at this time to ask the Legislature to appropriate the addi-
tional sum necessary to support the said normal department
in the highest state of efficiency and according to the provi-
sions of the law; and,

Whereas, the training of teachers, which is the true intent of
the law providing for the support of the said normal depart-
ment, can, in the judgment of the Visitors and Governors,
be better provided for by the introduction into the college
curriculum of proper courses in pedagogy in accordance with
the provisions of Article 77 of the Code of Public General
Laws of Maryland, title "Public Education," as re-enacted
by Chapter 635, Section 122E, of the Acts of 1908; and the
advantages of this training can be more generally distrib-
uted throughout the State-by a different provision for school-
arship; therefore,

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 76 of Chapter 584 of the Acts of the General
Assembly of Maryland of 1904, title "Public Education," in so
far as the same makes an annual appropriation of forty-five
hundred dollars for the support of the Normal Department of
Washington College, located at Chestertown, Maryland, be and
the same is hereby repealed; and,

SEC. 2. Be it enacted, That the sum of forty-five hundred
dollars be annually appropriated to Washington College, pay-
able to said college upon the warrant of the Comptroller in
quarterly installments on the first day of January, April, July
and October of each year, in consideration of which appropria-
tion the Visitors and Governors of said college shall educate
free of charge for board, room rent, tuition and text-books, one
male student from each Senatorial district of the Western
Shore, who shall be appointed by the School Commissioners
in each said Senatorial District by and with the advice and
consent of the Senator in said district, after a competitive ex-
amination ; provided, that the appointment shall not be held by
the same student for more than 4 years and that each student
receiving such appointment shall give his bond for such amount
and with such security as may be approved by the president of
said college that he will teach school within the State of Mary-
land for not less than two years after leaving college; and be
it enacted, That this Act shall take effect from the date of its
passage.
