making such an affidavit shall be guilty of perjury, and shall,
upon conviction, be subject to the punishment prescribed for
perjury by the laws of this State.

SEC. 12. And be it enacted, That every firm, corporation or
person to whom any competitive contract for labor shall be
awarded shall be required to give bond to the Mayor and Coun-
cil of Easton in a sum equal to their or his contract and for the
payment of the laborers.

SEC. 13. And be it enacted, That in case of a vacancy
caused by the death or resignation of any member of this Com-
mission, it shall be filled by the Mayor and Council of Easton
without unnecessary delay in the manner that other appoint-
ments are made.

SEC. 14. And be it enacted, That the cost of construction
of the said streets shall be paid one-fourth each by the abut-
ting property owners residing on each side of the streets so im-
proved, the remainder, including cross-streets and all sections
not otherwise provided for, shall be paid out of the Easton
Street Improvement Fund, as hereinbefore provided. The said
property owners shall be permitted to pay the amounts assessed
against their property as follows: One-third to be paid the
first year, one-third the second year and the remaining one-
third or balance due, not later than the third year, inclusive,
after said assessment is made, deferred payments to bear in-
terest. And it shall be the duty of the Mayor and Council of
Easton to provide by ordinance for assessing one-fourth of the
cost of said work, as hereinbefore provided, against the abut-
ting property owners on each side of the said streets named and
improved, and for the collection of the same by the town clerk
as other assessments are levied and collected, and the revenue
or proceeds arising therefrom shall be turned over to the
treasurer of said Commission, to be deposited to the credit of
the Easton Street Improvement Fund. And the Mayor and
Council of Easton are hereby authorized and empowered to
borrow on the faith and credit of the said town an amount not
exceeding the deferred payments when requested to do so by the
said Commission.

SEC. 15. And be it enacted, That the said Commission herein
provided for shall keep an accurate account of all receipts and
disbursements and shall report to the Mayor and Council of
Easton with an itemized statement once in every six months,
and oftener if demanded by them, which statement shall be
published in one or more newspapers printed in the town of
Easton, and the accounts of the secretary and treasurer thereof
shall be audited not less than once in every six months by such
committee as the Mayor and Council shall appoint.
