SEC. 16. And be it enacted, That after the Commission has
organized, as herein provided, it shall be their duty to proceed
with the work contemplated by this Act without unnecessary
delay.
SEC. 17. And be it enacted, That the provisions of the
Charter of Easton requiring the submission of any proposed
street improvements to the qualified voters of Easton for rati-
fication and all other provisions in said Charter contrary to the
intent and purpose of this Act are hereby repealed for the pur-
poses of this Act and in so far as they are inconsistent here-
with.
SEC. 18. And be it enacted, That before this Act shall be-
come operative, the Mayor and Council shall, by ordinance, re-
quire that water and gas pipe connections be made to the curb
line of every lot abutting on the streets to be paved, whether
improved or unimproved, and that both the water and gas com-
panies be required to correct and repair all known defects in
their mains on said line; also that an ordinance be passed to
protect the streets when paved from damage by traction en-
gines.
SEC. 19. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 320.
AN ACT to add additional sections to Article 21 of the Code of
Public Local Laws, title "Talbot County," subtitle "Justices
of the Peace and Constables," to be designated as Sections,
117j, 117K and 117L.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That additional sections be added to Article 21 of the
Code of Public Local Laws, title "Talbot County," subtitle
"Justices of the Peace and Constables," to be designated as
117j, 117K and 117L, and to read as follows:
117j. That it shall be the duty of the Governor in appointing
the Justices of the Peace provided by Section 117 of said Local
Law for Election District No. 2, to appoint two of said Just-
tices of the Peace for the First Precinct, one for the Second
Precinct, and one for the Third Precinct of said Election Dis-
trict No. 2. It shall also be the duty of the Governor after the
appointment of said Justices of the Peace to select one of the
Justices of the Peace appointed for the said First Precinct of
