1126 LAWS OF MARYLAND.

authorized to be issued at either public or private sale, in their
discretion, but at not less than the par value thereof with ac-
crued interest; provided that if offered at private sale, it shall
be by competittive bidding upon sealed offers, with the right
to the said County Commissioners to reject any and all bids.

SEC. 4. And be it enacted, That if the said County Commis-
sioners shall issue the bonds by this Act authorized to be is-
sued, that the said County Commissioners shall levy annually
upon the assessable property of said county a tax sufficient to
pay the interest upon said bonds, and in the year nineteen hun-
dred and twenty-four they shall levy the sum of one thousand
dollars to meet the first maturing bonds issued, that is to say,
the bond maturing in the year nineteen hundred and twenty-
five, and annually thereafter the said County Commissioners
shall levy upon the assessable property of said county the sum
of one thousand dollars until the maturity of the last bond by
this Act authorized to be issued, and said levy shall be desig-
nated as the "Revenue for the Bonded Indebtedness of 1910
for the Crisfield High School Building."

SEC. 5. And be it enacted. That the bonds hereby authorized
to be issued shall be exempted from taxation in Somerset
County and the municipalities thereof, and that the coupons
for interest thereon shall be received by the county treasurer
of said county in payment of county taxes.

SEC. 6. And be it enacted, That the clerk of the County
Commissioners of Somerset County shall register the said
bonds when the same are sold, showing to whom the same were
sold and what price was obtained therefor, and shall keep a
record upon the books of said County Commissioners of all
bonds paid.

SEC. 7. And be it enacted, That if the said County Commis-
sioners shall determine to issue the bonds by this Act author-
ized, that the Board of County School Commissioners of Somer-
set County shall procure and adopt plans and specifications for
the erection, heating and equipping of a public high 'school
building upon the lot now owned by the said Board in the town
of Crisfield, and as soon as said plans and specifications have
been adppted the said board shall proceed to have said building
done by contract, after public notice of at least three weeks of
the letting of said contract in such newspapers as said board
shall select; the said board reserving the right to reject any
and all bids which for any reason shall not be satisfactory to
the said board, and that the bidder or bidders to whom said
contract may be awarded shall execute a bond to the said
Board of County School Commissioners with personal or cor-
