year, payable monthly; and the said County Road Engineer
shall hold his office and be paid for his services from the 15th
day of April, 1910, until removed for cause, as hereinafter pro-
vided, and in addition thereto a sum, not exceeding two hun-
dred dollars ($200) annually, to cover all actual and necessary
traveling expenses and other expenses incurred by him in the
discharge of his official duties hereunder.
SEC. 229. The said County Road Engineer shall not be liable
to removal from office for any reason other than incompetency
or wilful neglect of duty, and then only upon sworn complaint
of ten or more resident taxpayers of Somerset County, to be
filed with the County Commissioners, or upon complaint by the
clerk of said County Commissioners, filed by direction of said
County Commissioners, and every such complaint shall state
specifically the nature and character of such charge, of which
due notice shall be given to said County Road Engineer, and if
the said County Commissioners, after hearing such charges, at
which hearing the said County Road Engineer and the parties
making complaint shall be entitled to be present in person and
by counsel, and to produce any competent testimony, shall
find that said County Road Engineer is incompetent or has
been guilty of wilful neglect of duty, it shall be their duty to
immediately remove said County Road Engineer from office;
but either party to such hearing shall be entitled to an appeal
from the decision of said County Commissioners to the Circuit
Court of Somerset County; provided that said appeal is taken
within five days thereafter, which appeal shall be heard de novo
by said Court at its next regular term, without the interven-
tion of a jury; and if the said Court, after hearing all the evi-
dence, shall find that the said County Road Engineer is in-
competent or has been guilty of wilful neglect of duty, it may
pass an order removing said Engineer from office, in which
case the said County Road Engineer shall not be entitled to
receive any salary from the date of the order of the County
Commissioners, from which such appeal was taken.
SEC. 230. The said County Road Engineer, thus appointed;
shall give bond to said County Commissioners, properly condi-
tioned for the faithful performance of his duty, in the penal
sum of five hundred dollars ($500).
SEC. 231. The County Road Engineer shall reside in Som-
erset County during the term of his office, and shall have and
take entire charge of all public roads and bridges in Somerset
County, and shall make all specifications for the building of
new roads and bridges, and shall see that no obstruction, hin-
drance or injury is or shall be permitted upon any road or
bridge under his supervision as aforesaid. He shall employ
