sions of this Act, and to re-enact said Sections 227 to 237,
inclusive, with amendments, to apply to Somerset County,
and to create the office of County Road Engineer for said
county and to prescribe the duties and powers thereof, and
to read as follows :
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 227 to 237, both inclusive, of Article 20
of the Code of Public Local Laws, title "Somerset County,"
subtitle "Roads;" all amendments of said sections; Sections 1
and 2 of the Code of Public General Laws of 1904, Article 23,
title "County Commissioners," Chapter 443 of the Acts of
1908, and all other laws, general and local, so far as the said
sections, amendments, chapter and laws may be inconsistent
and in conflict with the provisions of this Act, be and the same
are hereby repealed, and that the following sections be enacted
in lieu thereof, to be known or designated as Sections 227, 228,
229, 230, 231, 232, 233, 234, 235, 236 and 237, respectively, of
Article 20 of the Code of Public Local Laws, title "Somerset
County," subtitle "Roads," creating the office of County Road
Engineer and prescribing the powers and duties of said officer,,
and to read as follows:
SEC. 227. The County Commissioners of Somerset County
shall, at the time of making their annual levy, levy upon the
taxable property of said county a tax not less than twenty
cents, nor more than twenty-five cents, on the one hundred
dollars, which shall be used for the repajr and reconstruction
of public roads and bridges in said county, which taxes shall
be levied and collected as other taxes. The County Commis-
sioners may levy and appropriate such other sum or sums of
money as they may deem requisite for the building of any new
bridge or the opening of any new road, new drain or ditch. All
of the taxes levied and collected under the provisions of this
Section shall be disbursed by the said County Commissioners
upon the roads and bridges in said county, and in the manner
hereinafter provided, and in no other way.
SEC. 228. The County Commissioners of Somerset County
shall within thirty days after this Act becomes operative, as
hereinafter provided for, appoint some competent person, who
shall have a sufficient knowledge of civil engineering to enable
him to accurately make surveys, plats, profiles and specifica-
tions for the grading, draining, maintenance and repairs and
reconstruction of the public roads or said county, and also to
do all necessary engineering for the building or rebuilding of
bridges, and who shall have at least three years' experience in
engineering work, County Road Engineer for Somerset County,
at a salary not exceeding fifteen hundred dollars ($1,500) a
