QUEEN ANNE'S COUNTY. 1060

SEC. 230D. The said County Road Engineer shall not be
liable to removal from office for any reason other than incom-
petency or neglect of duty, and then upon the sworn complaint
of ten or more resident taxpayers of Queen Anne's County,
to be filed with the said County Commissioners, or upon com-
plaint by the clerk of the said County Commissioners, filed
by their direction, and every such complaint shall state specifi-
cally the nature and character of the charge preferred, of
which due notice shall be given the said County Road Engi-
neer ; and if the said County Commissioners, after hearing said
charges, at which the Engineer and the parties making com-
plaint shall be entitled to be represented by counsel and to pro-
duce any competent testimony, shall find that said County
Road Engineer is incompetent or has been guilty of neglect
of duty, it shall be their duty to immediately remove said
County Road Engineer from office; but either party to such
hearing shall be entitled to an appeal from the decision of said
County Commissioners to the Circuit Court for Queen Anne's
County; provided, that said appeal is taken within five days
thereafter, which appeal shall be heard de novo by said Court
at its next regular term, without the intervention of a jury;
and if the said Court, after hearing all the evidence, shall find
that the said County Road Engineer is incompetent or has been
guilty of neglect of duty, it may pass an order removing
said engineer from office, in which case the said engineer shall
not be entitled to receive any salary from the date of the order
of the County Commissioners from which such appeal is taken.
SEC. 230E. The County Road Engineer shall reside in Queen
Anne's County during the term of his office, and shall have en-
tire charge, control and supervision of the working, repairing
and reconstructing of the public roads and bridges in Queen
Anne's County, and shall make all specifications for the build-
ing of new roads and bridges. He shall employ such help,
teams and implements as he may deem necessary for the work-
ing, repairing and reconstructing said roads and bridges, to
be paid by the County Commissioners; provided that he shall
not employ any person or persons to be paid a greater amount
than one dollar and a quarter per day without first obtaining
the written consent of the County Commissioners. He shall
have charge and control of all teams, carts, wagons and other
machinery and implements which may be purchased by the
County Commissioners for the use of said roads, and of any con-
veyance for said engineer which the County Commissioners, in
their discretion, may at any time purchase or acquire. He shall
inspect and pass upon all material purchased by the County
Commissioners to be used on the roads and bridges. He shall
not work out or expend on the roads and bridges of said county
