acquire, build, construct and maintain a public highway from
Burkittsville, Frederick County, via. "Crampton's Gap" and
the "Gapland Turnpike" to Gapland Station, in Washington
County,

SEC. 2. And be it further enacted, That the said State
Roads Commission is hereby authorized and empowered to use
all monies due Frederick and Washington Counties for road
building from state apportionments or otherwise, or so much
thereof as may be necessary, in building the above mentioned
highway, each of said Counties to be charged with the cost of
that part of said road lying within its borders.

SEC. 3. And be it further enacted, That this Act shall take
effect from the first day of June, 1918.

CHAPTER 480.

AN ACT to prohibit the use of drags, or other devices on the
public roads of Baltimore County so as to injure the surface
of such roads.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That no person shall drag by horses or other motive power
any logs, poles or timber or use any chain or rough lock, or
any spiked, studded or ridged tires or other device on any
public road in Baltimore County so as to cause any unusual
amount of damage to said roads, and no person shall operate
upon any of the public roads or highways of Baltimore County,
any vehicle so constructed or equipped as to cause any unusual
amount of damage to such highways; and no wagon, truck, road
engine, traction engine or other vehicle having metal tires or
treads shall be operated over or upon any such road or high-
way having upon the wheels any clamps, spikes, ribs or other
devices which may cut into or injure the road surface, nor
shall any wagon or other vehicle of any kind be operated with
a rough look or similar devise under one or more of the wheels
thereof in such a manner as to cut into or injure the surface
of any such road or highway. Provided nothing in this Act
contained shall apply to the operation of any tractor or thresh-
ing machine on any of such roads, or to any vehicle the wheels
of which are provided with such tread bands as are now or may
hereafter be recommended by the State Roads Commission.
