Section 230. Be it enacted, They are also empowered to
pass all such by-laws and ordinances as may seem to them
necessary for the proper and thorough drainage of the Town;
for the removal of all nuisances and obstructions of the streets;
for repairing, paving and otherwise improving the streets,
lanes and alleys of the Town; for building and constructing
side-walks and properly paving the same, and in the event of
their paving such side-walks they shall be authorized to levy
upon the abutting property a sum of money equal to one-half
of the cost of construction of said side-walks, which sum of
money shall be a lien upon the abutting property and shall be
collected by the said commissioners by suit against the owners
of said property in such manner as like debts are collected by
law; and when, in their opinion, it may be necessary to open
new streets or widen existing ones the question shall be sub-
mitted to the taxable citizens of said Town, and if approved
by a majority vote of said citizens the commissioners are au-
thorized to assess the damages and benefits and to execute the
work.

CHAPTER 347.

AN ACT authorizing the Board of Public Works to dispose
of the lot of ground in Baltimore City at the northeast cor-
ner of Maryland avenue and North avenue, acquired for the
purpose of the Fourth Regiment Armory, and no longer
needed for that purpose.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Board of Public Works be and they are hereby
authorized to sell, at public or private sale, the entire lot of
ground in Baltimore City at the northeast corner of Mary-
land avenue and North avenue, which was acquired by the
Fourth Regiment Armory Building Commission in pursu-
ance of Section 9 of Chapter 991 of the Acts of 1914, for the
purpose of building an Armory thereon for the Fourth Regi-
ment, provided that said Board of Public Works shall not sell
said property for less amount than in their judgment is a
reasonable price therefor. And the said Board of Public
Works, in the event of any such sale being made, are hereby
authorized to convey all the right, title and interest of the
