Emmanuel Parish in Allegany County, State of Maryland, in-
corporated under Chapter CXI of the Acts of 1802, and after-
wards in the year 1853 reorganized under the vestries Act of
1798, every white person of this State above the age of twenty-
one years, resident in Allegany County for six months preced-
ing the day of election, who shall have been entered on the
books of the said parish one month at least preceding the day
of election as a member of the Protestant Episcopal Church,
and who shall also have contributed to the charges of the said
parish during the year preceding the election such sum as a
majority of the Vestry in said parish shall annually within ten
days after their election, in writing make known and declare,
not exceeding $2. 00, shall have a right of suffrage for the elec-
tion of Vestrymen for said parish.

CHAPTER 5.

AN ACT to require and authorize the County Commissioners
of Washington County to levy a sum of money to purchase
a lot, if necessary, and to build a school-house for white chil-
dren at Rohrersville, Washington County, Maryland, and to
equip and furnish said school-house, and to provide for the
County Board of Education of Washington County, Mary-
land, to procure said lot, if necessary, build said school-
house, equip and furnish the same, and to sell the old lot, if
a new one be acquired, old school building and furniture,
and for the disposition of any surplus arising from such levy
and sale.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the County Commissioners of Washington
County be and they are hereby required and authorized to levy
the sum of Fifteen Thousand Dollars at their next annual levy,
and to pay the said Fifteen Thousand Dollars or so much there-
of as may be necessary, to the County Board of Education of
said Washington County, to be by said County Board of Edu-
cation expended for the specific purposes mentioned in this Act
and no other.

SEC. 2. And be it further enacted, That immediately after
the passage of this Act the said County Board of Education
shall procure plans for a new school building for white chil-
