1% of ammonia) ; that the words "Low Grade" shall be plainly
and conspicuously stamped on the outside of every bag, barrel
or package of complete fertilizer which contains less than 0.82%
of nitrogen (equivalent to 1% of ammonia), 8% of available
phosphoric acid and 1% of potash; on the outside of every bag.
barrel or package of acid phosphate with potash which contains
less than 11% of available phosphoric acid and 1°/o of potash;
on the outside of every bag, barrel or package of ammoniated
superphosphate which contains less than 10% of available phos-
phoric acid and 0.82% of nitrogen (equivalent to 1% of am-
monia) ; and on the outside of every bag, barrel or package of
acid phosphate or dissolved rock containing less than 14% of
available phosphoric acid.
SEC. 7. That each and every brand of fertilizer, or fertilizer
material, filed with the Maryland State College of Agriculture
must remain uniform with the guaranteed analysis of said
brand, and in no case, even at a subsequent registration, shall
the grade be lowered by reducing any, or all, of the several con-
stituents contained therein.
SEC. 8. That it shall be the duty of the Maryland State Col-
lege of Agriculture to procure for analysis one or more samples,
in each year, as far as practicable, of all fertilizers sold, offered
for sale, or used in the State of Maryland, and the State Chemist,
or any agent or representative, duly authorized by him, or by
the Maryland State College of Agriculture, shall have the right
to take samples from any lot, or parcel, of fertilizer in the pos-
session, or in the keeping, of any manufacturer, manipulator,
dealer, agent, consumer, or transportation company, in said
State of Maryland, and it shall be the duty of the Maryland
State College of Agriculture to publish at least semi-annually
the results of the analysis made by the said College of the sam-
ples procured by or sent to it, for such purpose, and when re-
porting, Or publishing the result of any analysis to state the ap-
proximate commercial value in dollars and cents of the fer-
tilizer so analyzed per ton of two thousand pounds, such value
to be based upon the analysis made at the said College and upon
a standard of valuation to be ascertained, fixed and published
by said College as above provided after conference with the
proper officials of adjacent States.
SEC. 9. Any purchaser of fertilizer, or fertilizers, provided
he is not a manufacturer, or manipulator, or agent, of the same,
may have taken, in the presence of a disinterested witness a sam-
