ple, or samples, of said fertilizer and forward the same with all
transportation charges prepaid to the Maryland State College
of Agriculture for analysis, provided, said purchaser of fertil-
izer or fertilizers notify the manufacturer or manipulator of the
fertilizer or fertilizers from which said sample or samples are to
be taken, or the Agent Who sold said goods to said purchaser, by
mailing notice in writing at least (6) days in advance of the
taking of said sample or samples, said (6) days notice to date
from the time of mailing said notice, stating the time and place
at which said sample or samples are to be taken, so that the
manufacturer or manipulator may have the privilege of having
a representative present, or that said Agent may be present, to
see that said sample or samples are taken in accordance with the
rules and regulations of the Board of Trustees of the Maryland
State College of Agriculture; provided, however, that if no rep-
resentative of the manufacturer or manipulator, or said Agent
be present, at the time of said sampling, then two disinterested
witnesses, and not one as above provided, must be present that
samples so taken shall be from unbroken bags, or packages,
which have not been damaged or injured in transit, or by ex-
posure, and which have not been in possession of the owner more
than thirty (30) days, provided, further, that said samples be
taken from at least 5% of the bags or packages comprising the
brand purchased and if there are less than 100 bags, or pack-
ages, of the brand so purchased samples shall be taken from not
less than 5 bags or packages, and if there are less than 5 bags
or packages samples shall be taken from each. All such samples
shall be taken under such additional rules and regulations as
may be prescribed by the Maryland State College of Agricul-
ture, provided further, that every sample sent for analysis to
the said College shall be fully described on forms to be fur-
nished by said College free of charge, said description giving a
full and complete statement of the time and place of sampling,
of all marks on the bags or packages thereof, and of all the facts
relating to the same, said description and statement shall be
signed by the purchaser of the fertilizer, the person drawing the
sample and the disinterested witness or witnesses as above pro-
vided ; and provided, further, that the purchaser, or purchasers,
sending such sample, or samples, of fertilizer to said College for
analysis shall withhold said description or descriptions, of said
sample, or samples, until he has received from the said Mary-
land State College of Agriculture the report of the analysis of
said fertilizer. Any person, or persons, receiving an analysis
from the said College as required under this Act shall immedi-
