statement of the guaranteed analysis the minimum percentage
only of the several constituents shall be given.

SEC. 5. That it shall be unlawful to sell, offer or expose for
sale for fertilizer purposes any raw, or untreated, leather, hair,
wool waste, hoof, horn, peat, cyanogen compounds, muck, tartar
pomace, mora meal, or similar materials, either as such or mixed
with other fertilizer materials; provided, however, that this sec-
tion shall not apply to such material as has been treated in a
manner to make available the essential fertilizing constituents
which it may contain; and provided further that the section
shall not apply to the raw materials hereinbefore enumerated
which are consigned to, or offered for sale in bulk, to manipula-
tors, or manufacturers of fertilizers.

SEC. 6. That the words "High Grade" shall not appear upon
any bag or package of any complete fertilizer containing, accord-
ing to its guaranteed analysis, less than 1.65% of nitrogen
(equivalent to 2% of ammonia), 10% of available phosphoric
acid and 2% of potash; that the words "Medium Grade" shall
not appear upon any bag or package of any complete fertilizer
containing, according to its guaranteed analysis, less than 0.82%
of nitrogen (equivalent to 1% of ammonia), 8% of available
phosphoric acid and 1% of potash; that the words "High
Grade" shall not appear upon any bag or package of acid
phosphate with potash containing, according to its guar-
anteed analysis, less than 13 % of available phosphoric acid and
1% of patash; that the words "Medium Grade" shall not appear
upon any bag or package of acid phosphate with potash contain-
ing, according to its guaranteed analysis, less than 11% of
available phosphoric acid and 1% potash; that the words "High
Grade" shall not appear upon any bag or package of plain acid
phosphate containing, according to its guaranteed analysis,
less than 16% of available phosphoric acid; that the words
"Medium Grade" shall not appear upon any bag or package
of plain acid phosphate containing, according to its guar-
anteed analysis, less than 14% of. available phosphoric
acid; that the words "High Grade" shall not appear upon any
bag or package of ammoniated superphosphate containing, ac-
cording to its guaranteed analysis, less than 10% of available
phosphoric acid and 2.47% of nitrogen (equivalent to 3% of
ammonia) ; that the words "Mtedium Grade" shall not appear
upon any bag or package of ammoniated superphospnate con-
taining, according to its guaranteed analysis, less than 10% of
available phosphoric acid and 0.2% of nitrogen (equivalent to
