of the present Racing Commission of Baltimore County and
be governed only by the laws in existence prior to the first
day of January, 1918, including such Acts of the General As-
sembly concerning race-tracks and racing applicable to the
Racing Commission of Baltimore County, as may be passed by
the present General Assembly; and by such laws as may be
hereafter enacted;—provided that all license fees collected by
said Racing Commission of Baltimore County shall be applied
to the same purposes as are now prescribed by the 'laws ap-
plicable to said Racing Commission of Baltimore County, in-
cluding any amendments thereof passed at the present session
of the General Assembly.

SEC. 2. And be it further enacted, That this Act shall take
effect on the day after the day on which said "Act to extend
the Limits of Baltimore City, by including therein parts of
Baltimore County and Anne Arundel County", takes effect.

CHAPTER 265.

AN ACT to empower and authorize the State Roads Com-
mission of Maryland to construct and thereafter maintain, aa
a part of the State Roads System, an improved Gravel High-
way, from Lothair Station, in Charles County, Maryland, to
Helen Postoffice in St. Mary's County, Maryland.

WHEREAS, The territory lying between Lothair Station in
Charles County, Maryland, and Helen Postoffice in St. Mary's
County, Maryland, comprises an extensive and fertile agricul-
tural section of the State; and:

WHEREAS, The fanners within said territory are practically
isolated from markets through the lack of improved State Roads;
and:

WHEREAS, An adequate and economical means of transporta-
tion, such as would be afforded by the construction of an im-
proved State Highway, would greatly encourage the cultivation
of food and staple crops on thousands of acres of fertile cleared
land, located in the Southeastern section of Charles County, and
in the Western section of St. Mary's County, which are now
unproductive and idle, and thereby increase the food and gen-
